Kara Swindle said United Airlines told her it didn't know how the mistake happened.

The law would make it illegal for animals to be placed in overhead compartments, and makes sure they have reasonable access to food, water and necessary medication. The flight attendant allegedly did not hear or understand the family when they said the dog was in the carrier. To prevent this from happening again, by April we will issue bright colored bag tags to customers traveling with in-cabin pets.

The incident was United's third dog-related mishap just this week; fortunately this time, it led to a happier conclusion than the first.

It comes after a puppy died while flying on a United Airlines flight last week.

United has had the highest rate of pet deaths of any U.S. airline for the past three years.
