Anti-triple talaq bill in RS tomorrow

Congress wants punishment to decreased by two-year maximum bailable offence triple talaq

Renuka Chowdhury, a Rajya Sabha member of the Congress, said her party always stood for empowerment of women, right since Independence, but the party needs to see what has been actually included in the bill.

"We are in talks with the Congress party and others for the triple talaq bill".

Most parties are against the provision for jailing offenders - they say they don't want a civil matter to be criminalised. The Trinamool Congress had not taken part in the discussion on the bill in Lok Sabha while the AIADMK had opposed it. Sources in the Opposition said the stance of the TDP was surprising.

Asked when the bill would come up in the Upper House, Mr Kumar said it could come up tomorrow. "We are having continuous talks with the Opposition parties including the Congress". However, with the numbers not favouring the government in the Rajya Sabha, it would be hard to "bulldoze" the Bill through as was done last Thursday in the Lok Sabha.

The SC said triple talaq violates the fundamental rights of Muslim women as it irrevocably ends a marriage without any chance of reconciliation. The bill makes instant triple talaq or "talaq-e-biddat" illegal and provides for a jail term of up to three years for the husband.

According to the sources, leader of opposition in the Upper House Ghulam Nabi Azad has convened a meeting of the leaders of his party (the Congress) as well as other parties in his Parliament chamber, before the bill is taken up.

The Triple Talaq bill which was listed to be tabled in the Rajya Sabha on Tuesday will be delayed to Wednesday as the Centre is trying to build a consensus to ensure the smooth passage of the bill. "Maybe tomorrow", Union Parliamentary Affairs Minister Ananth Kumar told reporters outside Parliament.

The MPs, sources said, pointed out that the bill is too short and it is not just the government that wants to protect Muslim women.

However, owing to the lack of a majority of the government in the Rajya Sabha, there are chances that the Bill may be impeded or blocked.

The Shiv Sena, an ally of the BJP, has also demanded the bill be sent to a select committee.
