Effectively, the IPL Governing Council has enabled CSK and Rajasthan Royals, the two franchises which will make a comeback to the league in the 2018 edition after serving a two-year suspension for alleged spot-fixing and betting, to retain the players which were on their 2015 roster.
Meanwhile, on the player retention policy, franchises have been allowed to secure a maximum of five players through a combination of pre-auction retention and Right to Match (RTM) cards. Moreover, if a franchise doesn't retain even a single player before the auction, they still can't use more than three RTMs.

For uncapped players' retention, the franchises will have to dish out INR 3 Crores per player from their pre-auction purse.
If a team does not wish to retain any player, it will still have the option of three Right to Match. For instance, if Royal Challengers Bangalore opt against retaining Chris Gayle and one of the other franchises buy him for an amount, say INR 5 Crores, then RCB can activate their RTM and get Gayle back for the same amount, i.e INR.5 Crores.
