Russian flag will not fly during the 2018 Winter Olympics

IOC suspends Russian NOC and creates a path for clean individual athletes to compete in PyeongChang 2018 under the Olympic Flag

Russians won't compete in the Pyeongchang Olympics under their own flag, if they compete at all, following a decision from the International Olympic Committee on Tuesday.

IOC bans the Russian Olympic Committee from the 2018 Winter Games but says clean Russian athletes will still be able to take part as independent competitors "under the Olympic flag".

In barring Russia's team, Olympic officials left the door open for some Russian athletes.

Thirty-four Russian athletes tested positive in re-analysis of samples from the 2008 and 2012 Olympics, the commission said.

A 17-month doping investigation headed up by former Swiss president Samuel Schmid found there was "the systemic manipulation of the anti-doping rules and system in Russian Federation". This opportunity was not available to the IOC prior to the Olympic Games Rio 2016. There were no flawless options, but this decision will clearly make it less likely that this ever happens again. As sports minister in 2014, he was deeply implicated in the Sochi doping plot by two International Olympic Committee commissions and a World Anti-Doping Agency investigation. So far the figure stands at 25 athletes, with 11 medals stripped.

But that appeal was rejected in light of the conclusions of Samuel Schmid, a former president of Switzerland whom the Olympic committee appointed a year ago to review the findings of a scathing investigation commissioned by the World Anti-Doping Agency. The panel will include members of the Pre-Games Testing Task Force: one appointed by WADA, one by the DFSU and one by the IOC, Dr Richard Budgett. A review of the results from Russian athletes in the past few months has led to the disqualification of more than two dozen Russians from Sochi. The American team now leads the way with the 28 medals it won in 2014, with Norway second - and that's without the redistribution of medals that were taken away from Russian athletes.
