A police report obtained by Houston's KPRC details Kelley's escape from the Peak Behavioral Health Services facility in New Mexico in 2012, the same year he was charged with hitting his wife and infant step-son while in the U.S. Air Force.

Kelley should have been prevented from purchasing firearms because he had a previous domestic violence conviction. He was denied a concealed carry license in Texas for unclear reasons.

Investigators believe Kelley acted alone in the church attack and was not motivated by any political or religious agenda, but perhaps by a domestic argument Kelley had with his mother-in-law, who is a member of the church's congregation but who was not in attendance during the attack.
