Report: RBI Says Linking of Aadhar Card with Bank Account is Not Mandatory
Mumbai: While reports of the Reserve Bank of India (RBI) not issuing any notification with regard to linking of bank accounts with Aadhaar went viral, the central bank on Saturday cleared the air saying the linkage is mandated under the Prevention of Money-laundering (Maintenance of Records) Second Amendment Rules, 2017.
The confusion was caused by the RBI's reply to an RTI query, which stated that it had not issued any circular/notification to bankers to seed Aadhaar details with bank accounts, but that the Centre had issued the order to curb money laundering. "We also demand that the government should look for alternatives or add more workforce into banks to implement Aadhaar related works in the public sector banks", AIBOC General Secretary D T Franco said.
The existing bank account holders have to link their Aadhaar numbers issued by UIDAI by Dec 31, 2017, failing which the account will cease to be operational. "RBI has not filed any petition with the Supreme Court", the RBI said in response to the query.
Supreme Court will still hear the plea to not mandate Aadhaar linkage to bank accounts.
The press release by the Reserve Bank of India makes it clear that it is compulsory to link Aadhaar and the Bank Account. The Aadhaar number can be linked to the account number online, too. "Though the RTI reply says the RBI did not issue any such circular or notification, it issued has guidelines", he said.
In an earlier statement in 2016, Venkaiah Naidu, Minister for Information and Broadcasting said, "Use of Aadhaar will eliminate corruption, ensure hassle-free and faster and direct delivery of benefits into bank account, or in kind, without any intermediaries and diversions".
The petition filed by activist Dr. Kalyani Menon Sen has challenged Rule 2 (b) of the Prevention of Money-laundering (Maintenance of Records) Second Amendment Rules, 2017, which states mandatory submission of Aadhaar while opening bank accounts.
