Violent crime rising throughout US, FBI says

As the Brennan Center for Justice found in a preliminary analysis of the data, Chicago accounted for 20 percent of the overall increase in murders past year.

"So in other words, five neighborhoods in Chicago explain 10 percent of the national increase in homicide rates", said John Pfaff, a law professor at Fordham University in New York City. "And we must do it together", Attorney General Jeff Sessions said.

State-to-state comparisons are fairer and the differences are stark.

The Trump administration seized on the data as proof of the legitimacy of its tough-on-crime agenda. Human error in the entering of reports plays a role, but the crime designation often changes as the investigation evolves. Of 8.4 million arrests, 69.6% were of white individuals and 27% were black or African American.
