Hurricane Katia bears down on quake-rattled Mexico

While President Donald Trump never responded to the country's offer, Mexico's foreign secretary had been in communication with Texas Gov. Greg Abbott about the aid and sent a detailed note of its offer to the State Department on August 28.

The Houston Chronicle reports Mexican leaders withdrew the offer because the country has its own disasters to battle, including an 8.1 quake Thursday that killed almost 100 people, then the emergence of Hurricane Katia on Saturday.

Then came Hurricane Katia, which recently whipped into Mexico.

It says the storm was centered about 130 miles north of the port of Veracruz and it seems headed for strike early Saturday in an area known as the Emerald Coast that is popular with Mexican tourists.

And an estimated 2.5 million people are in need of aid.

From the start of the weekend, tension was up, as a must-win scenario to make the playoffs was in store for Earnhardt. Earnhardt had said Friday he hadn't allowed himself to think much about a fairy-tale ending to the season.

Despite Trump's provocation, Mexico still affirmed that it would aid Harvey victims. The natural disaster affected the states of Oaxaca, Chiapas, and Tabasco and could be felt as far as Mexico City. "Mexico will be aware of the development of this phenomenon in the following days, and hopes that soon the state of Florida as well as the state of Texas and the state of Louisiana will recover from the damages caused by the hurricanes that have impacted them", the statement said.

In other words, providing this kind of humanitarian aid to the United States isn't new for Mexico, despite the fact that the current American president regularly treats the country as a rhetorical and political punching bag.

But the US President never formally accepted the offer and continued to attack the country on Twitter, calling the country "one of the highest crime nations in the world". Mexico responded to those charges in the same statement it released offering Harvey help, saying that the country won't be paying for the border wall "under any circumstances".

Mexicans are also frustrated that Trump has not expressed concern about the Mexican quake on Twitter or in a White House release. Tillerson told Videgaray the US stood ready to help Mexico.
