Largest US refinery shut due to flooding from Harvey

Motiva's decision follows a move by ExxonMobil (XOM) to shut down its oil refinery in Baytown, Texas on Sunday citing the discovery of roof damage at the plant which is the second-largest in the country - as the reason for their move.

David Roth, a meteorologist for the National Oceanic and Atmospheric Administration, said rainfall totals from the Beaumont-Port Arthur area appear "to exceed anything reported around Houston within 24 hours during Harvey's passage", The Associated Press reported.

More than 210,000 people have so far registered for the federal aid, with FEMA approving more than $37 million in individual assistance, the governor reported. Yesterday, blasts rocked the facility, about 25 miles east of Houston and zoned off inside a 1.5-mile (2.4-km) exclusion zone, after it was engulfed by floodwater.

"We are dealing with a state that has already had a lot of rain this summer, so we are very aware and conscious of the potential for flooding", Louisiana National Guard spokesman Col. Ed Bush said.

The city's civic center was being used as a shelter but then it, too, flooded and evacuees were being brought to the Carl A Parker Multipurpose Center, KFDM reports. The flooding and loss of drinking water forced the evacuation of a hospital yesterday.

Ames told the show that the level of devastation in the city was "not projected in any shape of form", as she said Harvey was "like nothing I've ever seen before".

Numerous house fires were reported, feet of water was entering homes and most roads were "impassable", according to the Jefferson County Sherriff's Department.

The disclosures highlight the danger posed by flooding in a refinery-rich section of the Gulf Coast that stretches from Corpus Christi, Texas, to Louisiana.

ISIS negotiates safe exit from the Lebanese border in air-conditioned buses
It also marks the first time Islamic State has publicly agreed to a forced evacuation from territory it held in Syria . The coalition nevertheless said in a statement that it is not bound by the evacuation agreement.

"As Harvey heads inland once again, we note a number of refineries in its current trajectory will be under threat", they added.

At Houston, the Captain of the Port (COTP) set recovery for Houston, Texas City, Galveston and Freeport (Texas) and connecting waterways, effective at 30 August. Another 19 remained missing.

The officer said police intervened and began evacuating seniors with the help of volunteers and rescue teams.

As signs of normal life returned to the city, the nation's fourth most populous, there were also concerns about health risks from bacteria and pollutants in floodwater.

Houston and surrounding areas face the threat of more flooding from rivers.

But in several other towns in the Lone Star State doused by days of torrential rains since Harvey smashed into the US Gulf Coast nearly a week ago as a Category Four hurricane, the situation was dire. It has sent gasoline prices climbing and disrupted global fuel supplies. Prices at pumps are rising by 8-10 cents per gallon to an average of $2.45, according to the American Automobile Association.

"As the water recedes, it is essential that we have as many people as possible to continue to go door to door for the rescue and recovery mission and the restoration of order mission", he said.
