The union, which represents 38,000 workers in the New York City public transportation system, is also calling on the city's representatives serving on the MTA board to resign if de Blasio does not reverse course.
A letter sent Wednesday from PSC Chairman John Rhodes to Con Edison CEO John McAvoy said, "There are significant actions that Con Edison should be taking now" to improve reliability, including "comprehensive inspections of all electric equipment that serves the MTA system".
A poll from Quinnipiac University released Wednesday found that 40% of city voters who think the subway is "poor" and "not so good" mainly blame Cuomo.
Lhota said the MTA - which is state-run and under Cuomo's authority - will have to invest $456 million in operating costs right away and make a $380 million capital investment.
Lhota's plan calls for the city and state to split the cost of the repairs.
Lhota said the second phase of the plan would focus on modernizing the system, a much more massive and costly undertaking, and would be outlined in the coming weeks. Although he did not mention de Blasio by name, Cuomo suggested that the city needed to step up and commit to funding the other 50 percent of the funding for the short-term improvements.
"Over the last 12 months, 32,000 delays because of power-related issues", he said. Despite a recent back and forth with Mayor Bill de Blasio over funding, Cuomo struck a tone of partnership in his speech.
Underneath the cordial surface, combustible NY politics still simmers.
It seems only natural that after unveiling an $836 million plan to fix the ailing NYC subway system, the MTA would want to increase fares on the service.
"Without financial support from the state -and the city- riders will be forced to suffer through more delays, more breakdowns and more misery", he said. City Hall responded in a statement, saying, "Before he asks hardworking New York City taxpayers to kick in more, the governor should return the money he siphoned away from MTA riders".
The rescue plan includes a pilot program to remove seats on at least two lines to cram more passengers into each auto, which has attracted scathing commentary.
Over the weekend, de Blasio rode the F train at the 4th Avenue-9th Street station and reiterated that it's Cuomo's responsibility to fix the subway system.
"The subway system is no doubt in distress and we're here for solutions", Lhota said Tuesday, according to NBC New York.
